Co-founder and first president of the Christian Legal Society, he draws on his knowledge of law and theology to compare what he calls "our derivative legal system" with the divine law, that he labels "the dominant" system.

The title of Barnard's book comes from his belief in an everlasting covenant, that he also calls a Divine Agency Agreement, between the three members of the triune God. Barnard comments, "The main premise of my book is to highlight the. . .supreme sovereignty of God." Barnard's view of the universe is based upon, in his words, "a single, transcendent Plan that is initiated and controlled by the Creator God."
